The reason Windows does not show the full 64 MB is because in your BIOS settings, you most likely have System BIOS Cacheable or Video BIOS Cacheable enabled, which uses some memory. There is no need for either of these to be enabled, but it doesn't make that much difference. Disable them if you prefer. Check with your computer manufacturer and video card manufacturer for their recommended settings.
